Surewater Consortium formed for Melbourne Desalination Project

Five leading infrastructure businesses have formed a consortium to bid for the Victorian Government’s desalination project at Wonthaggi.

Making up the SureWater Consortium are:

Plenary Group - commercial bid leader, equity investor and PPP specialist;
Acciona Agua - desalination technology provider;
United Utilities Australia - long term operator;
McConnell Dowell – tunneling and pipeline construction specialist; and
Abigroup – civil contractor.

The consortium brings together one of the strongest combinations of Australian and international businesses ever assembled for an Australian public private partnership.

The SureWater consortium members already have a proven capacity to work together to finance, deliver and operate the $3.1b seawater desalination plant.

With more than 30 years experience in seawater desalination globally, Acciona Agua has committed to the Australian market in alliance with the established operations and local water industry experience of United Utilities Australia. Their team has already been short listed for Perth’s second desalination plant.

Internationally recognized as a world leader, Acciona Agua is one of the largest constructors and operators of reverse osmosis desalination plants in the world with 70 desalination plants either completed or under construction.

Acciona Agua is part of the The ACCIONA Group, already involved in the Australian utilities and infrastructure sector through ACCIONA Energy, the world’s leading developer, owner and operator of renewable power facilities.

United Utilities through its wholly owned subsidiary United Utilities Australia, has been involved in Australia for more than 15 years, operating water and wastewater infrastructure through Build Own Operate Transfer (BOOT) contracts in New South Wales, Victoria and South Australia.

The teaming of Abigroup and McConnell Dowell brings together two specialist engineering construction contractors with a track record of working together on major infrastructure projects, including the South East Queensland Water Highway project.

Abigroup are well known in Australia for a string of high profile civil projects as well as a proven capacity in water infrastructure and process plant construction.

They form a powerful team with McConnell Dowell a Melbourne-based specialist engineering, construction and maintenance company, recognised as an internationally leading marine, pipeline and tunneling contractor. The company completed the mechanical erection works on the Perth Desalination Plant.

Rounding out the SureWater team is equity investor and public private partnership (PPP) specialist, Plenary Group, one of the largest PPP sponsors in both Australia and Canada

Plenary Group has grown strongly since commencing operations in 2004. It currently has 9 PPP projects either completed or under construction across Australia and Canada and it is shortlisted on a further 10 projects.

Plenary Group successfully reached financial close on the most recent PPP in the Victorian water sector – Barwon Biosolids Project and it is on schedule to complete the Melbourne Convention Centre in early 2009.
